 Dear Sir/Madam,
   It has
    come to my attention that the British Liberal Democrat MEP for London,
    Baroness Sarah Ludford entered into the Republic of Cyprus through the
    illegal Tymbou airport somtime between the dates of 30/1/2005 and 7/2/2005,
    along with Liberal Democrat councillor Meral Ece    Not
    only is this a deliberate violation of the laws of the Republic of Cyprus which
    expressly prohibit the use of the illegal airport in Tymbou village as a
    means to enter the Republic's territory which includes all of the territory
    in the occupied areas in the north, which it is prevented from exercising
    its authority in by the presence of 40,000 illegal Turkish occupation
    troops which have been stationed there for over 30 years in violation of
    repeated UN resolutions, the UN Charter and international law, but this is
    also an express violation of UN Security Council Resolution 541 (1983) and
    Resolution 550 (1984) which declare the illegal secessionist state set
    up by the Turkish occupying forces in Cyprus "legally invalid"
    and call upon all members not to recognise the illegal secessionist state
    and its organs in any way and not to engage any action which might
    exacerbate the situation or assist the pseudo-state in any way and call
    upon all members to respect the sovereignty, independence and territorial
    integrity of the Republic of Cyprus, by an elected European official and representative
    of the European Union and European Parliament.   Baroness
    Sarah Ludford's illegal entry into the occupied areas of the Republic of
    Cyprus also constitutes a serious violation of the European Parliament's
    own Codes of conduct; specifically Rule 9 and Annex XI of the 'Rules of
    Procedure of the European Parliament' and Section II. G of the 'Guide to
    the obligations of officials and servants of the European Parliament Code
    of Conduct' which states it is the "duty of officials and other
    servants to fulfil their private obligations and comply with the laws and
    police regulations in force."   Baroness
    Sarah Ludford was fully aware that she was engaging in an illegal act in
    violation of EU Law and the Laws of the Republic of Cyprus since she stated
    to journalists that she regretted that her illegal flight had to stop over
    in Turkey before entering the occupied areas of the Republic of Cyprus.
    During this stop over in Turkey she was informed that entry through Tymbou
    airport was not permitted for the flight she boarded and that the plane
    would have to wait in Turkey until it was relabelled as a flight of the
    illegal Turkish Cypriot airways, in order to avoid legal action against the
    planes owners and the original airport it set out from. At any point during
    this time when she was aware what she was doing was illegal she could have
    stepped off the plane and returned home.   Under
    Section III D of the 'Guide to the obligations of officials and servants of
    the European Parliament Code of Conduct' members of the public are entitled
    to have their complains heard.   I
    therefore demand that the European Parliament the European Liberal
    Democrats Group and the British Liberal Democrats investigate Baroness
    Sarah Ludford MEP and councillor Meral Ece for misconduct and take
    disciplinary action against them both to ensure that this serious breach of
    Cyprus and international law can never occur again.     Yours

 II. SERVICE OBLIGATIONS
 G. Duty of officials and other servants to fulfil their private obligations
 and comply with the laws and police regulations in force (Article 23)
 'The privileges and immunities enjoyed by officials [and other servants]
    are
 accorded solely in the interests of the Communities. Subject to the
    Protocol
 on Privileges and Immunities, officials [and other servants] shall not be
 exempt from complying with the laws and police regulations in force.'
 
 
 III. RELATIONS WITH CITIZENS
 D. Complaints
 1. Members of the public are entitled to complain against any infringements
 of the provisions set out in Section III.
 2. A person responsible for handling complaints shall be appointed within
 the Directorate-General for Personnel under the authority of the
 Director-General.
 3. The person responsible for handling complaints shall inform the
 Directorates-General concerned of their subject-matter and deal with them
 properly and in accordance with the rules.
